Files app between iPhone and iPad

I’ve recently bought a new iPad Pro 11” and I’m wondering if I can view my iphones locally saved files via the file app on my iPad and vice versa?

or is this not an available option in a bid to encourage you to buy more iCloud Drive space?

seems excessive as both my iPad and phone are 256GB versions which more than meet my needs, TIA.
