In game purchases arent completed

Hi so i just added my card onto my phone and whenever i go and try to make in game purchases it says “purchase could not be completed” and sends me a link to apple support. I have money on my card and even added funds to my apple ID so I have no clue what the problem is.

As the message shows, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.  You may need to pick a problem that is slightly different than yours to get a chat option.
