It sounds like iBooks is crashing to a certain extent. Have you tried force closing iBooks and restart your iPad?
Trying to buy new books to read but ibooks just keeps shutting off when I select a book I want to purchase and goes back to my personal library of books, just can't seem to buy any book

If you have a second generation iPad, the highest iOS version that you can run is 9.3.5 and Apple Books is on iOS 12. You have iBooks on your device and that cannot be upgraded.
