iTunes account is disabled

I can’t update apps and that’s a problem. Recently my mom had called to cancel the credit card associated with the account because of unknown charges. Apple, instead of removing the card, disabled my account. And I need it restored back. Pls and thank you. I’m out of the country so calling apple support is out the question

iPhone 6s, iOS 12

Why would Apple remove the card from the account ? That's for you to do : Change, add, or remove Apple ID payment methods - Apple Support

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
