Do photo albums stay organized and transfer over to icloud?

It may depend on the device where you are seeing the albums.
I am using iCloud Photos on three different Macs with macOS 10.15 Mojave. The folders, albums, or smart albums are exactly the same on all three Macs, and are preppy synced, when I update an album on one of my Macs.
It is not always the same, when I am looking at the albums on my iPhone the sorting of the photos in the albums does not always update immediately, and the iPhone and the iPad cannot show the smart albums at all. Only the standard albums will sync to my iPhone, so I have to duplicate the smart albums as standard albums, if I want to see them on my iPhone or iPad.
