Keep Getting Locked Out

I have tried several times to purchase something in the App Store. Each time it says I’m locked out. I create a new password. Then enter into the App Store to make my purchase. I get locked out each time. How can this be fixed?

If the account is locked and not disabled, after reseting its password : What to do after you change your Apple ID or password - Apple Support


If it is disabled : If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support
