highlighting not working

My colour hightling only shows white alongside each colour choice in the display settings. e.g. 'blue' the box is white and no highting works except the MS office one. Any ideas how to solve this, My Mac is very new. Mohave 10.14.3

Preview highlight grayed out Howdy mac community! I'm unable to use the highlight tool on Preview. It's gray and doen't respond to mouse clicks. Everything else works as it should. Your help appreciated. Thanks!

Update Mojave. It's currently 10.14.5.
