It may depend on the search engine and the settings for the search engine. What search engine are you are using?
When you type a search in the url bar, Google loads a page with search results, but Safari (on both Mac and iOS) doesn't show the url at all, it just shows what you searched for.
That is what I see when I do a search. If you copy what is in the URL box, you can make a link to the page of what you copied.
if I copy and paste what's in the url bar it just copies and pastes what was in the url bar, not the actual url
