Messages Not (never) Delivered from my Mac

For months I've been unable to send Messages from my Mac. Every now and then I visit dozens of threads, search on YouTube, find a bunch of "tutorials", follow all suggestions and instructions, and still I'm unable to send messages from my Mac. Instructions go from unbelievable suggestion to make sure I have internet connection to disable/unable Cloud, etc. This problem is so recurring that people create entire blog posts on their blogs and sites.

So my question is: why is this so difficult for Apple to explain how to fix it for good, while WhatsApp works just fine?

My system: MacOS Mojave Version 10.14.5

MacBookPro 2.6 GHz Intel Core i7

Memory: 16GB 1600 MHz DDR 3

My problem: I want to send messages from Message App but I get the error message "Not Delivered" and when I send the same message to the same recipients from my iPhone, the message is delivered. I already enabled/disabled iCloud, I already reset my iPhone and i already followed several instructions found on apple .vsupport . com forum.
