Date & Time > Set Automatically is Greyed out.

It may sound weird and absurd but it is true and works...

When you find that the Date & Time feature is greyed out.

It is best to Set Screen Time Password Off and this will enable Set Automatic Date & Time

If you think about it, it's not weird at all. Screen Time can set limits to various kinds of usage based on time. If the user can just change the system time they can bypass the limitations set in Screen Time. So preventing the user changing the phone's clock blocks this way of getting around the screen time limits.
