I don't understand why the subscription wouldn't appear on a PC either.
One last thing to check:
Some people use different Apple IDs for iCloud and the App Store/iTunes Store. Can you verify that you are logged into the same account which you used to make the subscription? If you have multiple Apple IDs, can you double-check that the subscription didn't process under an alternate account for some reason?
If that doesn't work, I'd recommend calling Apple. They would be able to open your account and see if there are any hidden or pending transactions on your account. I can't help further with individual accounts because I don't work at Apple and can't look up your account.
