News+

I have an older iPad that has had its last update of iOS 10.3.3. Apple does not support additional updates. Is there a way to view or subscribe to News+ with that iPad?

No, sorry. You must have an iPad capable of running at least iOS 12.2, which your iPad will never be able to run. If you want News+ you'll need a newer iPad capable of running the higher iOS levels.
