A 1st gen iPad Mini is a nearly 6-year old mobile device.
Its internal hardware is too old, underpowered and its completely incompatible with later, present and future versions of iOS.

If you want to run the current iOS versions and, especially, the up and coming iOS 13/iPadOS, and all current, up to date third party apps, then you will need to purchase a new iPad from Apple or a discounted, refurbished iPad from the Refurbished & Clearance section of Apple’s Website.
