I recently lost my phone and as a security measure, I change my iCloud password and signed out of all my devices. I was already tracking the device on my current phone bit the phone was offline. Can I still track it even though it may not be signed on to my iCloud anymore?

If you removed it from your list of tracked devices in your account at www.icloud.com, it won’t be trackable. It won’t appear at all since you removed it. If a device is showing as “offline” that means it is still linked to your AppleID. Otherwise, it wouldn’t show up at all.
When you sign out of iCloud on a device, or remove it from your devices at www.icloud.com, its gone - you have no remote access to it at all so it won’t even show at all as it’s no longer linked to your AppleID.

No, sorry. If it is offline it has no internet connection, so there is no conduit to send any remote commands to it. You can login at www.icloud.com and set the remote erase. But it won’t be able to execute until or unless the device comes back online at some point to receive that command.
Note too, that as long as it’s showing in your iCloud account, it is activation locked so nobody can re-use it, even if they erase it themselves in iTunes.
If it is offline, it’s not trackable. A device needs to be powered on and connected to the internet to be trackable. If offline, that means it either has no internet connection, or it is powered off (e.g. someone has powered it off, or the battery has run out).
But what if it becomes online? Will it be traceable if my iCloud is signed out from the phone?
