Icloud Photo is not connected on MacBook Air 2012

ICloud Photos are only available for macOS Standard, macOS Extended and APFS volumes.

what should I do ???

Macbook will not turn icloud photos on I have i cloud turned on and working except my macbook pro will not turn photos on. Constant message of the photo library cannot be opened, yet I can see all photo on i phone I pad and looged into i cloud on line. Heeelp

If you are using OS 10.10.3 or above, open Photos, then go to Photos/Preferences/iCloud and set up syncing. Then go to System Preferences/iCloud, sign in, and check Photos syncing. Have you done that?
