Bug with iPhone payment?

Hi my card associated with my iPhone has expired it keeps asking me to update payment options to keep my iCloud storage. So I go to payments and cards and try and add a new Payment method and it says I need to verify a payment method so I go to remove the expired card and it won’t let me telling me I need to add a new card 🤷‍♀️🤦🏼‍♀️. Is there a way forward?
