previously owned Ipad which is locked by previous owner

I don't know the owner of ipad i purchesed from a gift store and I am trying to use but they are locked. how can I enable them for my personal use.

If it is activation locked, you will not be able to use it unless the previous owner can unlock it. Return it to the store for a refund.
