Problem setting up new iPhone XR

So got brand new iPhone XR today

I’m in the process of setting up iOS 12.3.1 and the process has halted on this screen

I cant get past this screen and I can’t go back either.

I’ve held down the side button, which gives brings up options to start again, shut down etc but none of the selections are responding.

I can still unlock the phone but it simply returns to the above screen.

I’m stuck and need help!
