Accidentally deleted safari tabs, how can I get them back

I recently went to Settings>Safari and chose to clear my history and website data. I didn't know that it would delete all my tabs, and I have multiple I would like to get back. I have Safari synced to iCloud, is there any way to get those tabs back either through Apple or a third-party program

I'm not sure about restoring Safari data that is synced to iCloud. The article below states data synced to iCloud isn't in a backup, but doesn't specifically mention Safari data.

 iCloud backups don't include:

  • Data that's already stored in iCloud, like Contacts, Calendars, Notes, iCloud Photos, iMessages, Voice Memos, text (SMS) and multimedia (MMS) messages, and Health data*
