Because I can no longer get updates for my iPad is this why messages and FaceTime won't work.

I am still using iMessage & FaceTime on my iPad 3rd generation with iOS 9.3.5

Nope.

My 2015 iPad Pro is still running iOS 10.3.3 and Messages and FaceTime all still work fine.
