I restarted this whole iPhone 7 Plus and I have a SIM card in it but as I try to continue it says SIM card not supported keep in mind that they are the same carrier (at&t)

Where did you get this phone from exactly?
Sounds like it was unlocked using a hack, and was not actually from AT&T.
Restoring the iPhone generally removes these hacks, and returns the iPhone to being locked to whatever carrier it was locked to before.

If you have tried different carriers, its possible its locked to a carrier you have not tried.
If you've only tried with AT&T cards, try with a different carrier.

What is the full message you are seeing?
Or you can call AppleCare, give them the model and serial number and ask which carrier that iPhone is locked too.
