Apple Pay for a Kids Phone

I’m trying to set up Apple Pay on my 10 and 12 year olds phone so I can send them money. I have them set up on family sharing. When I go set up wallet on their phone it says it’s not allowed on their phones. Are kids not able to have Apple Pay or am I doing something wrong? If kids are not allowed to have it is there another app I can use to do this. HELP! Kids going on a church trip tomorrow to a theme park and I’d rather load money for them and have a way to load more money if they need it then send cash.
