My Apple pencil won't open notes on my iPad pro

Is there any reason why the Notes app won't open when I tap my Apple pencil on the iPad pro screen?

In Settings > Notes > Have you enabled Access Notes From Lock Screen

iPad Pro Instant Notes not launching I have all the settings (as far as I can tell) set to make instant notes work. "Access Notes from Lock Screen" is on, the apple pencil is charged and paired with the device. I can use the apple pencil to write in notes if I open the app from the home screen.
