How to update iOS 12.4 Public Beta to iPadOS 13 Public Beta?

iOS 12.3.1 updated to 12.4 public beta from downloaded profile, however I made the mistake I wanted to select iPadOS 13 public beta and now even after erasing iPad and starting fresh or last backup with 12.3.1 and installing iOS13/iPadOS 13 verified profile the software remains iOS 12.4 and no software updates available.

What can I do to move up to iPadOS 13 public beta?
