In Time Machine Restore, you might try restoring /Users/yourname/Library/Safari/ReadingListArchives folder from a time prior to the deletion of the reading list.

While in Time Machine, after getting to the backup where it existed, paste the below into the search box.

~/Library/Safari/ReadingListArchives

Good point, Eric. Also, the shift+command+G (Go to Folder) works in the Time Machine Restore Finder window, and one can paste the tilde path in it too.
