I suspect that you may be getting a solicitation from someone who is not Apple. I am not aware of any Apple Support plan for individuals that charges an annual fee.

There are a lot of support scams. Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support
That is a scam; there is no such thing from Apple. Just because it mentions Apple does not mean that it really is from Apple. They do not advertise their products in pop up windows or emails. You have a free warranty for one year and can buy the extended Applecare for a total of two years.
