Voice Memos Slow to Sync

I can record a voice memo on iPhone 8+ whenever a thought occurs to me. Each morning, I clear email and other items on iPad Pro while planning the day. Part of that process is to clear any voice memos. Often, the memos will not be visible on the iPad. If I remember that I made a voice memo, I can open the voice memo app on the iPhone and then the memos will appear on the iPad within a minute or so. All of the iCloud synchronization is set up correctly, but the iPhone appears not to push them to the cloud unless the voice memo app is reopened. This defeats the idea of synchronizing if I need to check the iPhone each day because the memos are not visible on the iPad.

The iPhone is running iOS 12.3.2. I am hopeful that this is a known issues that will be remedied by iOS 13. Does anyone know if the fix will be in the next OS update?
