I want to type Rupees symbol (₹) from KEYBOARD, not from emoji & symbol. Please help.

If you activate the Devanagari Qwerty input source and switch to that, ₹ is on the ] key. You can type English with Devanagari Qwerty by just hitting Caps Lock.

You could use a third-party app such as BetterTouchTool to remap a key to type the ₹ symbol.
Set up a text replacement for it in Keyboard System Preferences. You'd have to type a few letters, at least two, but that would be similar to a shortcut.
FWIW, text replacement doesn't work with all apps. It's why I didn't mention it.
