What are the files on?

Generally you use Migration Assistant on your Mac either during Set-up, when prompted, or after, to transfer your files wirelessly or using an Ethernet cable.

If you have the files on a Hard Drive or Flash drive just plug it in to your Mac and drag them over.

You will need to have appropriate software on the Mac to open the files, or use Boot Camp or VM or the like to reboot into Windows, usually though there will be software, either Mac versions of the same, or different but compatible to open them. Macs read all PC formatted media but can not write to NTFS formatted drives.
