My phone will not allow me to turn off my two factor authentication. I have tried logging into my apple id on another device and I went to security, and tried to turn it off but it's not "clickable". I also tried this on my phone. Anyone have ideas?

Can I turn off two-factor authentication after I’ve turned it on?
If you already use two-factor authentication, you can no longer turn it off. Certain features in the latest versions of iOS and macOS require this extra level of security, which is designed to protect your information.
Once you start using Two-factor it cannot be turned off.
Even if I do have to use it, the verification code never comes though to the other device I'm signed into therefore, I can't do anything.
