Cannot create reboot volume???

Question

Cannot create reboot volume???

Got a new Mac and giving old Mac to sister. Erased HD and trying to reinstall High Sierra. After 25 minutes of downloading, I get the following message--"Could not create a reboot volume for APFS install." What now?

iMac 21.5", macOS 10.13

Erase the drive and format as Mac OS Extended(Journaled) instead of APFS.

That didn't work. Got the same message again. About the only thing I'm sure of is that there's nothing left on the HD to be concerned about.
