Can't update my iPhone

im trying to update my phone but it shows its already updated even tho it’s not the IOS 13

12.3.1 is the newest version of iOS currently. iOS 13 is yet to be released. Apple always previews their new iOS version in June at the WWDC and then releases it in the Fall.
