So with a cable, inside Photos (v4.0) I select my iPhone and choose import. No checkbox with delete selected items after import exists.
I've enabled wifi sync and that isn't working either. :/

Is iCloud Photos enabled on your iPhone? Then the option "Delete after Import" will not be available, because the Mac cannot delete photos from the iPhone, when they are stored in iCloud and only mirrored on the device.

Do you have the iCloud Photo Library enabled? If so that will remove the delete after importing feature.
As Keith has pointed out deleting after importing isn't always the best practice. There have been too many incomplete imports and successful deletions to rely on that type of workflow.
This is not a bad thing. It is always a good idea to make sure the import worked before deleting the originals.
