iTunes Match not updating

I bought a cd and uploaded it to my computer, but it’s not uploading or being matched to the cloud. I signed out and back in if both itunes and my phone and restarted my computer. It won’t give me the option and I can’t drag it onto my phone because I have iCloud music library on. Help please! Thank you!

See Turn on iCloud Music Library with Apple Music - Apple Support. Perhaps you should turn iCloud Music Library off and then on again.
