"Updating Cards" Apple pay will be available when updates are complete.. WHY WONT IT UPDATE AND WORK??

Hi all

Im going crazy, trying everything possible to get my Apple pay to work again. Im often standing in the line to pay and then it wont work. Frustrating.

I double click on the main button on the right, to bring up apple pay. All it says is

"Updating Cards Apple pay will be available when updates are complete". It doesn't even try and ask for passcode or face ID.

Iphone X 256GB , IOS 12.3.1, everything up to date.

To trouble shoot, Icompletely reset the phone, created a new apple ID, added the card successfully. No problems there.

It even will work perfectly fine for about 2-4 hours.

Then after this period when I go to use it , it will come up with the "updating cards"

the only way I have managed to get around it is restart the phone, sometimes have to do it twice, and then it will work perfectly, again only for a couple hours.

The bank cannot see any issues on their end.

called apple multiple times, spending hours and hours on the phone and they just go through the std trouble shooting steps without luck. I need to talk to an engineer or someone higher up.

Ive tried a different card / account

Ive tried turning icloud on / off

ive tried removing / adding cards multiple times

It seems the phone is trying to get data from apply pay servers, or the bank and it isnt able to form that connection to "update the card" .

Please help, I got this expensive phone to use apple pay so I dont need to carry a wallet around anymore.

**Ive tried selecting the express travel pass option, and the wheel just spins forever. Its obviously not able to communicate with apples servers or the banks.
