Apple only allows three free iCloud accounts per device. It has nothing to do with your Apple ID. The restriction is tied to the hardware.
Your only option is to create the iCloud account on another iOS device or a Mac computer, sign out of the iCloud account on the device that you want to log into, and then sign in with the new iCloud account.
