Just got a new car- has regular USB port in front near 12V cigarette lighter and 2 USB-C ports in the center storage compartments. Can I charge my iphone XR in the USB-C outlets. Will it charge faster?

You should be able to charge using the USB-C ports.
Whether it will charge faster depends on the current supplied by the ports. Contact your car dealership or consult your car's manual for specifics on the ports.

Forgive my ignorance. Where does this adapter plug into?
He is referring to the Apple power adapter and you would need a power inverter to plug it in or a new Silverado pickup truck (and tell me, why when the light comes on after plugging it in does it make that loud "thunk" noise? My lights don't). But back on topic you don't need that adapter in your car and can ignore it. But check with your dealer (or the manual for your car, or the internet) and see if your USB-C ports are high power.
I don't think so. For the fast charging you'll need not only the USB-C to Lightning Cable but also the 18W Power Adapter.
It would depend on the cable you use and the amount of power the car is supplying to the USB-C ports. Check with your car dealer.
