This feature starts from iOS 13, that is now on beta-testing stage.

You should enroll yourself to iOS beta software program first:

https://beta.apple.com/sp/betaprogram/

After updating your phone to iOS 13, dark mode will be available.

You'll get that feature after summertime, when iOS 13 official release is available.
