apple watch 4 connecting to home wifi

I am exploring the idea of using apple watch 4 for my mom as medical alert who doesn't have iphone. Question is that can apple watch 4 connect directly to home wifi? As she doesn't have an iphone, would the fall alert feature of apple watch 4 will work with home wifi and send alerts to the list of emergency contacts?

In order to use the Apple Watch, your mother must have an iPhone.
