Cannot make or receive calls and can only text other iPhones
Just got a new Xs and restored from my iCloud but cannot make or receive calls and can only text other iPhones, how can I fix this.?

Lyssa is correct. The ability to make or receive phone calls and do standard SMS is a carrier function. You need to contact the carrier.
