Thank you for your reply but I tried everything I mean I did connect my iPad to iTunes and he did connect correctly. and iTunes recognise the iPad and he was downloading the software but my iPad still on 9.5.3 iOS any links

Then you most likely have a first generation iPad Mini, which means you CANNOT update the iOS past 9.3.5. The device is too old, too under powered and simply not capable of running the newer 64 bit architecture required for the newer iOS levels.
If you need the new features of the newer iOS levels, you need a newer iPad.
