Can you setup your phone to dial the US country code 001 then select the contact you are wanting to call?

The correct process is...

Contacts App: Edit Contact with prefix +1

Dial Phone Number on Phone app:- Type +1 (Copy & Paste Phone from Contacts App)

Go to Settings>Phone>Dial Assist, and it will automatically add the country code when you call someone.
