After new update of pages the object placement is gone

After I updated pages I can't arrange objects like text boxes, images etc. to move with text.

I don't see the option where I could set the object to stay on page or move with the text.

On the apple support page for pages it is shown in one of the show cases, but I don't have it.

Is there a way now where I have to "turn on" this option or it could be also a bug?
