I bougth on Amazon, and they sent me another device but it's the same. All apps are updated and iOS too (12.3.1)

Can you help me please?

That's perfectly normal, although I wonder if there are a couple of things that you may not have yet understood about your iPod.

When an iPod is first started up (from fully off), each app has to be loaded up, which takes a couple of minutes. Until then, the battery icon will show up as red and "low". Once the app has started, it can (and will) show the actual battery charge.

Perhaps you are not aware that rather than turning the iPod off every time, you can put it to sleep instead. This is done by briefly pressing-and-releasing the power button on the top edge. This turns off the screen but allows apps to keep running. If you put the iPod into sleep mode, when you wake it up (by briefly pressing-and-releasing the power button or the Home button - the one on the front face), the battery app will already be running and if there is sufficient charge in it, the icon will be green.

Another thing to note is that if you do not touch the screen for a while, the screen turns off - that is, the iPod goes into sleep mode by itself (or Auto-Lock as Apple names it). There is a setting that changes the delay before auto-lock kicks in, but use it with caution. All the time the screen is on, it uses up battery power. My Auto-Lock time is 30 seconds. Remember though, that that's 30 seconds from when I last touched the screen.
