You are correct. Settings>Control Center>Access within Apps>On.
Swipe down from top right corner of screen (where the wifi and battery icons are)
Thanks. Found out I couldn't assess while in a program.
You can change this behaviour in the Settings app, I believe, so you can access the Control Panel within an app.
