Resting finger on app no longer makes it wiggle

I can no longer delete or move apps on my iPhone X. Resting a finger on the app no longer makes it wiggle. What has happened to my iPhone?

Try to force restart it

volume up on ce volume down once and then press and hold the power button until You see apple logo
