If you want to restore any files in the backup, you have to restore the entire iCloud backup.

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

If you use iCloud Drive and apps with iCloud, your files will be in the corresponding apps in iCloud Drive in the Files app.
