How do I turn off pay with passcode in Apple Pay?

Just set up Apple Pay, but there is not a choice to use “pay with passcode” why? Just set up Apple Pay on hubby’s phone. All finished, but there isn’t any choices on how to use it. Mine shows “pay with passcode” option.

Did you already go to settings>passcode & Touch ID>and turn it off there?
