Can’t find my photos on my icloud

Good evening last Saturday I went to the Apple

Store to trade in my old I phone 7 plus for

The XR. I had to buy more iCloud storage before I could transfer anything over to

The XR. Well all my pictures have not downloaded into my phone. The last photos I have on my new phone are from February 14,2019, so far my pictures from February 15,2109 throughout June 29,2019 seem to be gone. Will I be able

To get those photos back since I had everything downloaded into ICloud?

iPhone XR, iOS 12

It depends upon what iCloud storage was used in an old iPhone 7 plus , was it exceeding the designated limits ( the photos when you set up new iPhone https://support.apple.com/en-in/HT202033

And set up iCloud photo library https://support.apple.com/en-us/HT204264

Note : if you had synced the photos from feb to June in an old iPhone at that time if you had exceeded the iCloud storage these photos will be reflected from the iCloud server and was not saved on the iCloud server , even you had planned to purchase a new iCloud storage in old iPhone and suddenly stopped , and thought when you will purchase a new iPhone the old photos for last there or four months will sync and it will never happen .

The basic theme is those few photos were not saved on the iCloud server .
