My region is Kazakhstan, but why is the app in English?

Hello, in this iPhone appstor in English, but there is a region of Kazakhstan, because I need to be in Russian, help me figure it out.

iPad in a different region other than my Apple ID So for some reason, on my iPad mini, the App Store and the Music app shows up in Japanese, while my Apple ID has its region set to Poland. This is only happening on my iPad. My iPhone and Apple TV’s App Stores and Music apps are showing correctly in Polish, with all of Poland’s recommendations. The iPad’s device region is also set to Poland.
